Rocksteady is a street thug mutated into a humanoid rhinoceros. While this transformation greatly enhanced his physical strength, it did little to increase his intelligence. He is a henchman of the Shredder and sworn enemy of the Teenage Mutant Ninja Turtles.

Black Spy is a secret agent constantly dueling with his enemy, White Spy. He often tries to attack his foe with a booby trap. He celebrates his victories with a V sign.

Moltar & Kang (2)

Moltar is the director and producer of Space Ghost: Coast to Coast. His body is made entirely of lava, and he normally wears a orange and gray full-body containment suit which has a breathing receptacle. He once threatened to harvest the skin of Jeff Foxworthy using a potato peeler.

Kang is an alien bent on global domination. He resembles a constantly-drooling octopus with one enormous eye. Kang briefly served as President of the United States starting in 1996.

Hmmmmm. Rocksteady has the Dimension X technology at his fingertips, and Black Spy has his booby traps, but Moltar is made of lava, and Kang is, well, actually, useless in my mind. I think this one probably goes to Rocksteady and Black Spy.

Um, you're thinking of Krang. Rocksteady doesn't have all the resources of Dimension X. He has what Krang and Shredder give him.

I think it is reasonable to assume that Rocksteady has access to any weapon he has used in the past, which does in fact include laser guns, etc. And true, Moltar is made of Lava, but has he actually ever used that to his advantage? ever? The dude needs a hazmat suit and a breathing receptacle! Seems like a point of serious weakness, that thing could get clogged so easily.

If we're going to assume that Rocksteady has access to the technology of Dimension X, I think it's equally reasonable to assume that Kang has access to all of his extraterrestrial technology, including his ship and anything manufactured on his home planet. That includes all measure of lasers, ion cannons, etc.

Sure, but you can't just make stuff up. If we know for certain that Kang has used it before (like we saw it in an actual episode of the Simpsons), then he has access to it. Same goes for Rocksteady.

I can assure you I'm not making any of that up. When they successfully invade the earth and Kang is elected President, they import all of that stuff from his home planet to enslave the human race. Of course, I'm having difficulty finding a YouTube clip of it, so this image will have to suffice:



That's the giant ion cannon they're building there. It doesn't show any of the personal weapons, but there are plenty.

I think we're forgetting the management aspect here. Black Spy is cunning, sure, but Moltar and Kang are both skilled administrators, which in the end, will allow them to maximize their output, minimize their overhead, synergize (whatever the heck that means), and use their resources wisely.

Wait, isn't the fact that since Kang was elected president then by definition he actually lacks administrative skill, can't maximize his output, can't minimize his overhead, and can't use his resources wisely?

Besides, we all know that nothing gets done when you rely on administration. And with who/what are they administering in this fight?
Black Spy is a SPY, he infiltrates organizations, he discovers their secrets, he plants booby traps, and he is sneaky.

Just look at Moltar and Kang, they each need special breathing apparatuses just to survive. Black Spy is an expert at planting traps; disrupting those breathing apparatuses would be simple.

It's only simple to disrupt a breathing apparatus if you can get close enough to do so. Doubt Spy will have much of a chance to do that once he's incinerated by Moltar.
